采用风险分类-要素分析-风险排序的思路,对北京市核与辐射恐怖事件风险进行分析。根据国际上1998—2006年该类恐怖事件的实例,从事件所涉及的材料、场所角度将核与辐射恐怖事件分为6大类。结合北京市的实际情况进行涉核恐怖事件的要素分析,将北京市各类场所划分为4类敏感区并与5类涉核恐怖事件结合起来,得到北京市核与辐射恐怖事件风险构成图。通过风险分析,笔者认为北京市发生核与辐射恐怖事件风险最大的场所为核研究机构,最容易发生的核与辐射恐怖事件类型为涉及放射源的恐怖事件,结合分析结果对从阻止、探测、响应3个层次上提出了奥运核安保工作的反核恐工作建议。  相似文献

根据南通市2016和2017年冬季大气多参数站自动监测PM2.5数据和在线离子色谱分析仪Marga监测的PM2.5中水溶性离子数据,分析了南通市冬季PM2.5中水溶性离子污染特征。结果表明,南通市2016和2017年冬季,ρ(PM2.5)分别为58和54μg/m 3,均高出其年均值(14μg/m^3);ρ(水溶性离子)总占ρ(PM2.5)百分比分别为74.5%和74.3%;二次离子ρ(NO3^-、SO4^2-和NH4^+)占ρ(PM2.5)百分比分别为66.8%和66.6%;各水溶性离子占比大小依次为:NO3^-、SO4^2-、NH4^+、Cl^-、K^+、Na^+、Ca^2+、Mg^2+。对ρ(NO3^-)/ρ(SO 4^2-)分析表明,移动源已经成为南通市冬季的主要污染源,且呈逐年增强趋势。对氯氧化率和硫氧化率的分析表明,南通市冬季存在较明显的二次污染,SO2的转化程度大于NO2。除Na^+和Mg^2+外,其他离子与PM2.5均呈显著相关性,NO3^-、SO4^2-与NH4^+之间的相关系数最高,Cl^-与除Na^+外的所有阳离子均呈显著相关性。  相似文献

Bird use of conservation tillage-established (CT—seedbed preparation without soil inversion) crops was assessed at two adjacent sites in western Hungary, in comparison with conventionally established (mouldboard ploughed—P) fields. Bird abundance was assessed in a typical rotation of spring-sown maize and winter wheat in three consecutive winters. In the first winter, several species and the guild of seed-eating passerines were significantly more abundant on CT established plots, in both crop types. In the second winter, only starlings were more abundant on CT plots. In the third winter, only skylarks favoured CT over P plots. In combination with agri-environment scheme measures designed to provide resources for biodiversity, conservation tillage could play a role in softening the impact of agriculture on farmland birds in Hungary and elsewhere in Eastern Europe, in addition to its potential for reducing soil erosion and diffuse pollution.  相似文献

Weather station measurements were used to force the SNOWPACK snow model and combined with reindeer herders’ experiences to study the local and regional variations in snow conditions in a Finnish reindeer herding area for the 1981–2010 period. Winter conditions varied significantly between the four selected herding districts and between open and forest environments within the districts. The highest snow depths and densities, the thicknesses of ground ice, and the lengths of snow cover period were generally found in the northernmost districts. The snow depths showed the strongest regional coherence, whereas the thicknesses of ground ice were weakly correlated among the districts. The local variation in snow depths was higher than the regional variation and limits for rare or exceptional events varied notably between different districts and environments. The results highlight that forests diversify snow and foraging conditions, e.g., ground ice rarely forms simultaneously in different environments. Sufficient and diverse forest pastures are important during the critical winter season if reindeer herding is pursued on natural grazing grounds also in the future.  相似文献

第24届冬季奥运会将于2022年2月4—20日在我国北京市和河北省张家口市联合举办,主要会场有北京奥体中心、北京延庆县和张家口市崇礼县.为了模拟分析冬奥会空气质量情况,利用冬奥会同期(2006—2016年2月)北京市和张家口市空气质量资料及韩国气象厅天气图资料(2013—2016年2月),分析该时段重污染发生的频次,统计不利于污染物扩散的天气形势出现概率及污染传输路径,并结合嵌套网格空气质量预报模式(NAPQMS),评估不同减排方案对ρ(PM2.5)的影响.结果表明:① 2006—2016年冬奥会同期,北京奥体中心和延庆县发生重污染天气的概率分别为17%和9%,污染发生的风险频率为北京奥体中心>延庆县>张家口市,并且北京奥体中心和延庆县在2月13—16日易出现持续的重污染天气过程;② 2013—2016年2月不利于污染扩散的天气形势出现概率较为频繁,尤其在850 hPa高度和地面,不利天气形势出现的概率分别为35%和41%;地面偏南风易将在北京西南方滞留较长时间的污染气团沿太行山输送至北京;③ 冬奥会期间,若于2月2—12日及17—20日将京津冀及周边城市污染物排放量在当前的基础上减排50%、2月13—16日减排75%,将可能不出现重污染日.严格控制北京及周边地区的大气污染物排放是保障冬奥会期间空气质量的必要措施.   相似文献

亚青会期间南京市气溶胶中OC和EC的粒径分布   总被引:2,自引:1,他引:1  
采用Anderson 9级撞击式采样器和DRI Model 2001A热/光碳分析仪对南京2013年8月10~28日亚青会期间不同粒径段气溶胶中有机碳(OC)和元素碳(EC)的质量浓度进行了观测分析.结果表明,51.55%和54.81%的OC和EC富集于粒径<1.1μm的细粒子中,亚青会期间OC和EC的最大浓度分别位于0~0.43μm和0.43~0.65μm粒径段,占总浓度的比例分别为20.90%±5.02%和22.68%±9.90%.PM1.1、PM1.1~2.1和PM2.1~10中OC和EC的浓度在亚青会期间比亚青会前分别减少了43.44%~56.17%和59.17%~73.55%.亚青会期间OC的谱分布没有变化,均为双峰型分布;EC的谱分布由双峰型变为单峰型.观测期间不同粒径段的EC和OC具有较好的同源性.亚青会前OC和EC主要来自汽车尾气;亚青会期间PM1.1中OC和EC主要来自汽车尾气,PM1.1~2.1和PM2.1~10中OC和EC主要来自汽车尾气和燃煤.  相似文献

Lakes are dominant landforms in the National Petroleum Reserve Alaska (NPRA) as well as important social and ecological resources. Of recent importance is the management of these freshwater ecosystems because lakes deeper than maximum ice thickness provide an important and often sole source of liquid water for aquatic biota, villages, and industry during winter. To better understand seasonal and annual hydrodynamics in the context of lake morphometry, we analyzed lakes in two adjacent areas where winter water use is expected to increase in the near future because of industrial expansion. Landsat Thematic Mapper and Enhanced Thematic Mapper Plus imagery acquired between 1985 and 2007 were analyzed and compared with climate data to understand interannual variability. Measured changes in lake area extent varied by 0.6% and were significantly correlated to total precipitation in the preceding 12 months (p < 0.05). Using this relation, the modeled lake area extent from 1985 to 2007 showed no long-term trends. In addition, high-resolution aerial photography, bathymetric surveys, water-level monitoring, and lake-ice thickness measurements and growth models were used to better understand seasonal hydrodynamics, surface area-to-volume relations, winter water availability, and more permanent changes related to geomorphic change. Together, these results describe how lakes vary seasonally and annually in two critical areas of the NPRA and provide simple models to help better predict variation in lake-water supply. Our findings suggest that both overestimation and underestimation of actual available winter water volume may occur regularly, and this understanding may help better inform management strategies as future resource use expands in the NPRA.  相似文献

Possible climate change will modify snow-cover depth and change the characteristics of winter tourism and skiing districts. Our model describes seasonal snow-cover depth related to altitude in six Alpine climate regions as the best fit of all snow stations. Data cover 30 winter seasons (November to April values) from 1965 to 1995. We modified the data according to a scenario of temperature and precipitation change (2 °C warming, no precipitation change) and achieve a new simulated snow-cover depth. The indicators MARP (mean altitude of resident population) and MASPSL (mean altitude of starting point of ski lifts) serve as references for “critical altitudes” of Austrian districts. A warming implies a reduction of snow in all districts, but the loss is overproportional in lower altitudes. Whenever a short-term or local need in the exploitation of a scarce natural resource must be pitted against its long-term use or the needs of the larger community, the commons dilemma arises. The study of commons dilemmas originated in agricultural economies but has importance in all resource management areas. Psychologists have recently found it to be a useful paradigm in the study of decision-making behavior.This paper reviews the commons dilemma as it has been used in three areas of psychological research: games theory, animal and human territorial behavior, and behavior reinforcement. In the first area, results show how communication within groups operates in cooperation/competition situations. In the second, the effects of social and political ideologies are examined. In the third, the implications of the commons dilemma with regard to breaking out of social traps are discussed. Throughout, the relevance of this basic psychological research to rational resource management is made clear. An extensive bibliography of relevant original research is provided.  相似文献

利用湖北省超级站2019年10~11月的臭氧、NOx(=NO+NO2)和102种VOCs物质的小时数据分析了军运会期间臭氧污染变化;基于DSMACC箱型模式模拟不同VOCs和NOx浓度下臭氧的光化学生成敏感性;采用PMF模型对前体物VOCs进行源解析,并估算不同源类的臭氧生成潜势.结果显示,军运会保障前臭氧日最大8小时浓度(最大MDA8:219.51μg/m3)超过国家二级标准,保障期臭氧MDA8浓度(135.11μg/m3)明显下降,保障后浓度回升(140.98μg/m3).军运会保障前中期臭氧浓度的差异受气象条件影响更明显,而保障后臭氧浓度的上升主要是因为前体物浓度的大幅增加.根据DSMACC模拟的EKMA曲线,武汉市军运会期间臭氧的光化学生成主要受VOCs浓度变化的影响.进一步对VOCs进行源解析,结果显示,保障前VOCs对臭氧生成贡献较大的源类是燃烧源、石油化工和机动车,分别占23.0%、22.8%和22.5%;保障期间VOCs的主要来源是机动车(38.4%)和燃烧源(25.5%);保障后则主要是石油化工(32.6%)和燃料挥发(25.7%).三个阶段对比发现,军运会的保障方案对石油化工源减排效果明显,但对机动车和燃烧源排放的限制效果并不显著.武汉市应该更注重对燃烧、燃料挥发和机动车排放的治理.  相似文献
